What we do
PDFUtilise is a set of 27 PDF tools that run entirely inside your web browser. Merge, split, compress, convert, rotate, sign, watermark, protect and unlock — all of it happens on your own device, using JavaScript and WebAssembly.
There is no upload button, because there is no server that could receive a file. That single design decision shapes everything else: no file storage to secure, no retention policy to promise, no queue to wait in, and no per-file cost that would push us towards a subscription.
Why we built it this way
The idea started with a mundane frustration. Applying for something online required attaching a marksheet, an ID proof and a photograph as a single PDF under a few hundred kilobytes. Every "free" tool that came up in search results wanted the documents uploaded first — a marksheet, an identity document and a photograph, sent to a computer somewhere with no way to verify what happened to them.
That is an uncomfortable amount of personal data to hand over for a two-second operation. But the technology to avoid it already existed: browsers can read and write PDF files, render pages, decode iPhone photos and even run compiled cryptographic libraries through WebAssembly. The only thing missing was a site that put those pieces together honestly.
So this is that site. It is deliberately unglamorous: no accounts, no dashboards, no mobile app, no AI features. Just tools that do one job each and get out of the way.
How the site is built
The whole site is static HTML, one hand-written CSS file and vanilla JavaScript modules. There is no framework, no build step and no backend. The PDF work is done by well-established open-source libraries: pdf-lib for writing PDF structures, Mozilla PDF.js for rendering pages, JSZip for packaging multiple outputs, heic2any for decoding Apple’s HEIC photos, and Pyodide plus pypdf for real password encryption and decryption.
Every library is pinned to an exact version and also stored locally on this site, so a change upstream can never quietly break a tool, and the site works even if a CDN is unreachable.
What we will never do
- We will never add a server-side upload "for convenience".
- We will never put a watermark on your output or hold the download behind an account.
- We will never claim a tool works on scanned documents when it cannot — if there is no text layer, we say so.
- We will never store your files, because we could not if we wanted to.
How we keep it running
The site costs very little to run, because processing happens on your device rather than ours. If advertising is ever switched on, it will be clearly labelled, minimal, and loaded asynchronously so it never blocks a tool from working. Blocking those ads does not disable anything.

Tell us. Bug reports from real use — a specific PDF that failed, a portal with an unusual requirement — are the most useful information this project gets. Visit the contact page and describe what happened, including your browser and device if you can.

PDFUtilise is built on the work of the open-source community. Thanks in particular to the maintainers of pdf-lib, PDF.js, pypdf, Pyodide, JSZip, FileSaver.js, heic2any, libheif and libde265. Their licences are permissive and their documentation is excellent, which is why tools like this can exist without a corporate budget.
